Deprivation

".. Deprivation of human needs has been widely recognized as an important underlying source of social conflict. In towns ans cities of developing countries, one out of every three people lives in slums. And because slum dwellers rarely pay taxes, many municipalities decide they are not entitled to public services or security. As a result, slum dwellers finds themselves ignored by the state, deprived of basic services and excluded from society. In the particular context of rapid urbanization, government failure to provide security and basic social services, such as clean water, sanitation, health and education facilities. (...)"
